Keep: 12th century artwork. These images from the "Tale of Gengi" have been, probably, uploaded and can be downloaded from the Tokyo University of the Arts [1]. I don't think there is any ban on putting this 12th century image on Commons. (Ismoon (talk) 14:52, 15 December 2020 (UTC))
